Cowl rust at hood hinge

How invasive is replacing the area where the hood mounts? (Not sure if this is actually in the cowl, or windshield mount or what?

This is an original paint bronco, so I am trying to avoid a full repaint.

Anyone have any pictures of how this area goes together? Looks like a sandwich of metal in there.

I am not sure that this one can be saved. Outside looks good, inside might be a mess.
