another carb question

The previos owner of my EB taped up a hard copper line coming out of the left exhaust manifold. The only place I see it could go is in the carb on the left side. Is this right? If so what purpose does it have?

It's a heat riser for the carb. goes in under the choke. Tells the carb the engiine is warm so the idle will kick down.
