Installing turn signal cam - won't work

My turn signals worked but did not cancel. I bought the new plastic piece only as the wings were broken. New piece is on with provided compression split washer. Washer is loose on the flange. Turn signals won't work unless I push down on middle of plastic piece. Washer is really loose when I do that but when I let go blinkers stop working. What do I do now to make it work? Any ideas appreciated. Would bending the wires underneath to make better contact help? Also, what is the right name for the locking washer that I am calling a compression split lock washer?
