Windshield hinge rust

Had my Bronco painted recently and noticed there is quite a bit of rust around the windshield hinge. There was supposed to be a stainless hinge installed during paint but apparently a steel one was installed instead. Now the hinge is rusting. Good thing I’d the hing was secured to the body via screws. Bad thing is that it was welded to windshield frame. So, do I try and remove the hinge ( and replace with stainless ) by grinding and risk messing up the painted frame, or try and clean up the rust then clear coat. Cleaning and clear seem to be the logical route but I’m concerned about the internals of the hinge itself and rust leaking out.
Thoughts?
