Hood gaskets/spacers -- what are they???

I just bought my bronco project last Saturday and have been scouring it for issues, problems, etc. One thing I noticed is that on the hood the front cross brace and the mid cross brace have some sort of gasket/spacer between the brace and the hood. This is (most likely) to prevent rust forming...
