Yes, you need a small spacer on the front. I have the steel argent wheels from a 92 Bronco on a 76 suspension. I used a 1”, solved the rub. But now the rear wheels look to “pushed in”. 33” BFG tires

Thanks everyone for your help. It turns out it is the power and an isolated relay for the factory radio, directly from the battery. It's my first bronco, but I've done many early mustangs and never saw one before.
