When you turn the ignition on but dont start are you saying your fuel pump are not shutting off after 3 seconds? If so, probably bad ECU. Also check grounds everywhere especially near computer.

Can you ground the self test so that the FP stays on and hear it going back to the tank? Also fuel pressure should be over 35 psi.

Pull your 30 plus wires through first then turned the plug sideways. That is why manhole covers are round so they dont fall through. For a grommet, split a 1/4" vacuum line then install around the hole.

Did you check your inertia swithch?

Did you push in your inertia switch? Also try grounding the self test with key on. You should hear the pump. See step #28 & #29. http://fordfuelinjection.com/harness_manual.pdf

Did you try to disconnect your battery for atleast 5 minutes? Code 10 will show with KOER so don't know how you pulled that code with KOEO. Code 10 means you failed a cylinder balance self test at cylinder #1. #1 cylinder is considered weak. If it was code 30, you failed cylinder balance...
